Generally, No. Most Government colleges (like DIPSAR, ICT Mumbai, Panjab University) strictly adhere to GPAT merit lists.

The Exception: Some State Government colleges conduct a "Spot Round" or "Mop-Up Round" at the end of counseling. If seats remain vacant, they might offer them to non-GPAT students based on B.Pharm percentage, but you will NOT get the stipend.
